It's always easier to explain what happend in the past than it is to predict what will happen in the future - especially in economic models. This article does a good job of explaining some of the possible reasons oil prices are falling.

Oil ever goes as high or as low as the experts say, because below 65 a barrel no one will drill for the stuff. The risk at prices below 60 dollars a barrel are not worth taking .

California is largely based on Brent prices and yet we are still paying almost $3.70. Translation: we're being screwed to the tune of about 50 cents/gallon. That sucks!
